Stacking Rule for Draw 2
As per the Official Rule, you cannot stack Draw 2.
There is no stacking in UNO. When you play a Wild Draw 4, you choose the color and the next player must draw 4 cards and lose their turn. When you play a Draw 2 card, the next player must draw 2 cards and lose their turn.

However, UNO Official Twitter Handle once released some Unofficial House Rules where they talked About the Skip Bounce and Reverse bounce which you can use to play if you are playing by House Rules.

You can use a Skip Card in your Turn to bounce the Draw 2 card penalty to the next player.
Reverse Bounce
You can use a reverse card to bounce the Draw 2 Card penalty back to the previous player.
Can you stack draw 2 in UNO?
No, stacking Draw 2 Cards in UNO is not allowed as per the official Rule.

No, you cannot put a +2 on top of a +4 card in the UNO game. It is because, as per the official UNO rules, Stacking is not allowed in the game with any action cards.
Can you play a reverse on a draw 2?
As per official UNO rules, you cannot play a reverse card on a Draw 2.
However, if you play by House rules you can play a reverse card on Draw 2 if the reverse card is of the same color as the Draw 2 card. In this case, the penalty on you will be reversed to the previous player.
Next, getting the penalty the previous player draws 2 cards and misses the turn.
